Constitutional amendments for improving the operation and democracy of our national leadership bodies

These amendments seek to:

  1. Increase youth representation on the National Executive;
  2. Make the National Executive a more democratic body by ensuring that it comprises party leaders from each branch where possible;
  3. Make the National Council a more democratic body by ensuring that branches are proportionally represented by their size, rather than the current ceiling of 2 delegates per branch;
  4. Address a hole in the current constitution, whereby there is no provision for replacement by branches of branch delegates who vacate their branch delegate role on the National Council;
  5. Formalise in the constitution membership of the National Executive of Green Left Weekly editors, and
  6. Include National Green Left Weekly Coordinator as an elected officeholder position in the constitution.

1. Motion on composition and election of National Executive:

To amend sections 6.5 and 6.6 that read:

6.5 The National Conference shall elect the following National Officeholders:

• National Convener(s)

• National Treasurer

6.6 The National Executive shall be composed of:

• The National Officeholders and 12 other National Executive members directly elected by National Conference

• Two representatives nominated by the national leadership of Resistance: Young Socialist Alliance.

• One representative per affiliate organisation that chooses to exercise the right of representation on the National Executive.

To instead read:

6.5 The National Conference shall elect the following National Officeholders:

• National Convenor(s)

• National Treasurer

• National Green Left Weekly Coordinator

6.6 The National Executive shall be composed of:

• The National Officeholders and 12 other National Executive members directly elected by National Conference.

• The editor(s) of Green Left Weekly.

• Up to two representatives from each branch, depending on the number of financial members at the time of election, as follows:

o One representative for branches with between 7 and 49 financial members; and

o Two representatives for branches with 50 or more financial members.

Representatives are to be elected as soon as practicable following the National Conference. If a representative role can no longer be fulfilled, branches may elect a replacement.

• The national co-conveners of Resistance: Young Socialist Alliance (RYSA). Where one or more of the national co-conveners of RYSA has/have been elected to the National Executive in their own right, another National Executive representative may be nominated by and from the RYSA elected national leadership.

• Up to two additional representatives chosen by the incoming RYSA national leadership body at their first meeting following National Conference. If a representative role can no longer be fulfilled, the RYSA national leadership body is entitled to elect a replacement representative.

• One representative per affiliate organisation that chooses to exercise the right of representation on the National Executive.

2. Motion on composition and election of National Council

To amend section 7.6 that reads:

7.6 In between National Conferences, the National Executive may convene a National Council comprising

National Executive members,

the national leadership body of Resistance: Young Socialist Alliance; and

delegates elected by each branch (2 delegates for branches with 15 or fewer financial members and 3 delegates for branches more than 15 members) at their first meeting following a national conference. National Council shall have the power to set broad political directions for the National Executive.

7.6 In between National Conferences, the National Executive may convene a National Council comprising:

• National Executive members;

• The national leadership body of Resistance: Young Socialist Alliance; and

• Delegates elected by each branch at their first branch meeting after National Conference. Branches are entitled to 1 delegate for every 12 financial members (or majority part thereof) at the time of election, and branches with less than 12 financial members are entitled to 1 delegate. (2 delegates for branches with 15 or fewer financial members and 3 delegates for branches more than 15 members) at their first meeting following a national conference. Where a branch delegate is no longer able to fulfil that role, either through their delegation to the National Council by a Socialist Alliance or Resistance: Young Socialist Alliance leadership body, or by their resignation from their delegate role, the branch may elect a replacement delegate.

• The National Council shall have the power to set broad political directions for the National Executive.
